Sponsored by 200 petitioning voters under the organization of Colleen and Joseph Noseworthy and Gloria Bancroft, the article applies only to ground-mounted solar installations with an output of 250 kilowatts or larger.
Under a bylaw passed last June, these projects are allowed "as of right," without requiring a special permit, in all town zoning districts.
